Gotham Manufacturing Corp holds a Tier 2 Processor license and a Distributor license in New York, and runs full pre-roll production at our Bay Shore facility: the same line builds both non-infused and infused pre-rolls, up to 15,000 a day non-infused or roughly 12,000 a day infused, since infusion runs that same line about 20% slower. Infused & coated product then moves to a separate hand-coating line, up to 10,000 a day.

Non-Infused

Flower tier is the biggest cost driver, and the difference is real: outdoor flower is field-grown and cheapest, with more exposure to weather and pest variables between batches. Mixed-light (greenhouse, supplemental lighting) sits in the middle on both cost and consistency. Indoor is fully environment-controlled, the most consistent batch to batch, and the most expensive. A trim blend can bring cost down further on top of any tier. We grind flower and trim together, so by the time it’s processed the mesh size is identical, you genuinely can’t tell the difference in the finished pre-roll. Trim is sometimes slightly lower in THC than the bud it came from, but not always. Most of it is simply the same quality flower that fell off during trimming and doesn’t look sellable as a standalone bud. It’s a real, meaningful cost saving, not a quality downgrade.

Cone and paper choice is mostly a budget-versus-branding decision. Stock cones are the fastest and cheapest way to get a clean, unbranded product out the door. Custom cones cost more lead time but put your actual brand on the paper itself, not just the packaging around it.

Process

    MOQ, pricing tier, and timeline all get fixed in writing before anything moves.

  2. Onboarding

    Specs, vendor qualification, label review, METRC setup. If you’re supplying flower or packaging, this is where we qualify those vendors against our own compliance standards.

  3. Inputs Land

    Your flower, packaging, or labels arrive — or we source them for you.

  4. Pre-Production Sample

    You approve a sample before we run full production. Nothing scales up until you’ve signed off on it.

  5. Manufacture

    Your run goes into production.

  6. Release

    Every batch gets tested before it ships, regardless of who supplied the inputs. That’s not negotiable.

Lead time depends on what you supply versus what we source. Bring your own flower, labels, and packaging, and a first order runs 2 to 4 weeks: test (7–12 days), then straight into production. Have us source everything, and a first order runs 8 to 12 weeks, since sourcing, purchasing, receiving, R&D, and testing all happen before production starts. Most orders fall somewhere between those two.

Repeat orders: 2 to 4 weeks if you’re supplying materials, since nothing changes between runs. 5 to 8 weeks if we’re sourcing for you, faster than the first order since the relationship’s already established, but sourcing and receiving still happen every time.

Labels & Packaging

Two labels, printed when they’re ready.

Lab results take 7–12 days after production, so most brands don’t wait on them before printing their primary label, since doing that adds another two weeks. The industry-standard approach, and the one we build around: your primary label carries the brand design, and a separate print-and-apply label carries the batch-specific compliance information: THC%, CBD%, TAC%, lot number, manufacture and expiration dates, solvents used, plus the mandatory METRC RUID.

We print and apply that label in-house, the same day your lab results come back. During onboarding, we’ll work with you to make sure your package design reserves the right space for it. If you’d rather handle both labels yourself, fully print-ready and OCM Part 128 compliant, that works too.

Verify Before You Sign

How to verify any pre-roll manufacturer, not just us.

This category has a real problem with people quoting capacity they don’t have or citing a license that isn’t theirs. Before you sign with anyone, in New York or anywhere else, check three things.

  • The actual license number. Ours: Tier 2 Processor OCM-PROC-24-000200 and Distributor OCM-DIST-25-000134, both verifiable on the state’s cannabis dashboard.
  • The facility address tied to that license. Ours: 55 Corbin Avenue, Bay Shore, NY.
  • Whether they can produce a real METRC registration for the batch, not just a promise that one exists.

If any of those three come back vague, that’s the tell.

What’s the difference between non-infused, infused, and infused & coated?

Non-infused is straight flower. Infused adds concentrate into the flower itself before rolling. Infused & coated goes a step further with a kief or diamond coating on the outside.

What’s the minimum order for a custom pre-roll run?

MOQs vary by spec. Flower tier, pack size, and branding all affect it. Build your product or request a quote for a real number.

How long does a first order take?

Depends on what you supply. Bring your own flower, labels, and packaging: 2 to 4 weeks. Have us source everything: 8 to 12 weeks. Most orders land in between. Repeat orders: 2 to 4 weeks supplying materials, 5 to 8 weeks if we’re sourcing.

Can I use my own cone design?

Yes. Fully custom cones, your print, your colors, your filter tip, are priced and timed differently than stock. Build a Product shows both side by side.
